No. The Turning Crown is a standalone Apple Watch app. There is no iPhone companion app.
No. Saves live on the watch itself. There is no iCloud sync, so a new Apple Watch starts over unless the save arrives via a full device backup restore.
Notifications require your authorization. If you decline, the app still works; it simply will not remind you. You can grant permission later in Settings.
